Gurgaon's real estate boom and its investment culture have both produced a steady stream of Economic Offences Wing complaints — delayed or abandoned housing projects, Ponzi-style investment schemes, and banking fraud where the money simply stops moving in the direction it was promised. The EOW handles these differently from a regular police station, and knowing how that difference plays out matters for anyone on either side of a complaint.

What actually qualifies as an EOW matter

Not every failed deal is a crime. The dividing line the EOW and courts look at is whether there was dishonest intention at the time the money changed hands, or whether this is a commercial arrangement that simply didn't work out — a builder facing genuine delays, a business partner facing a market downturn. Courts have increasingly pushed back on FIRs that dress up an ordinary contractual dispute as cheating under Section 318 BNS, and getting this distinction right early shapes the entire strategy.

Filing a complaint as a defrauded investor or buyer

An EOW complaint typically needs a clear paper trail — payment records, agreements, promotional material, and communication showing what was actually promised. Complaints involving multiple victims of the same scheme are often stronger together than filed individually, since they establish a pattern the investigating officer can act on.

Defending an EOW complaint

For someone accused — often a builder, promoter, or business owner facing a complaint from an unhappy investor or buyer — the defence usually centres on documentary evidence of genuine effort and disclosed risk, and on challenging whether the complaint meets the threshold for a criminal case at all rather than a civil recovery suit. Bail and, in appropriate cases, quashing of the FIR are both live options depending on how the facts read.

Where this connects to bigger cases

Larger schemes sometimes escalate into money laundering proceedings under PMLA once the Enforcement Directorate gets involved, which follows an entirely different, more demanding bail standard than the underlying EOW case.

Whether you're pursuing a complaint or defending one, these cases move on documents more than anything else. Read more on the EOW and economic offences page.
