This question comes up constantly from clients across Gurugram running small businesses, freelancing, or simply managing everyday salary and rent payments — and the answer is more nuanced than a plain yes or no.

The Short Answer

It depends on the type of freeze. Not all "frozen" accounts behave the same way.

The Two Broad Categories of Freeze

Full lien or complete debit-credit freeze. This is the most restrictive form, commonly applied when an account is directly implicated in a cyber fraud FIR, frequent in the large, multi-accused call-centre and phishing cases coming out of Gurugram's cyber crime police stations. In this scenario, you typically cannot withdraw or transfer money out. Depending on the specific order, incoming credits may still be accepted by the bank system, but they usually just add to the frozen balance; they don't become accessible to you either. Your salary, rent, or client payment may still technically land in the account, but it's effectively trapped inside the same freeze the moment it arrives.

Partial lien or amount-specific freeze. Here, only a specific sum, such as the exact amount traced to a suspicious transaction, is held, while the rest of the account functions normally. In this case, you can generally still receive and use money freely as long as the balance stays above the frozen amount. Why This Distinction Matters So Much

We regularly see clients in Gurugram assume their entire account is permanently unusable the moment they hear the word "freeze," when in fact a proper application to the bank and the investigating officer can convert a blanket freeze into a partial one, freeing up untainted funds while the specific suspicious transaction remains under review. This single step can be the difference between a business in DLF or Udyog Vihar staying operational and grinding to a halt over a few thousand rupees connected to someone else's fraud.

What Actually Happens to Incoming Payments in a Full Freeze

Salary credited by your employer will typically still show in your statement, but you won't be able to withdraw it. UPI or NEFT payments from clients or customers usually still process on the sender's end, so they'll see it as successful, but the funds sit locked on your side. Cheques deposited will clear into the account but remain inaccessible.

This often creates a confusing situation where senders assume payment has gone through fine, technically it has, while you're left unable to touch a rupee of it.

What You Should Do If You're in This Situation

  1. Get written clarity from your bank's nodal cyber-fraud officer on whether your freeze is full or partial, and the exact frozen amount and reference.
  2. If it's a full freeze on an amount that's clearly disproportionate, file a representation immediately requesting conversion to a partial lien, which is often more achievable, and faster, than a full release.
  3. Consider redirecting incoming payments temporarily by informing your employer, clients, or tenants of an alternate account while the freeze is being resolved, rather than continuing to funnel money into a locked account.

If the Freeze Feels Disproportionate
